The quality and vision of school leaders determine what happens in the school and the level of learning achievement of learners largely depends on school leaders. This, however, would require that school leaders are specially prepared and professionally supported to do their job. The reality in most schools in Uganda is different. In addition to the education systemic challenges, inadequate funding and resources and poor school infrastructure, many school leaders lack the knowledge, skills and competence to navigate these challenges. Many of them were promoted to school leaders because they were good classroom teachers and are now grappling with huge leadership challenges. These challenges include resource and community mobilization, planning and execution, goal setting and strategic leadership among others.
In order to support other programmes within schools, JMERC supports school leaders through training and mentorship. This is focused towards developing internal systems of continuous reflection and improvement required for the application of new knowledge within the schools and the sustainability, consistency, and quality of changes. We support school leaders to develop school systems, setting goals, identifying priorities, defining plans of action, monitoring the implementation of those plans, creating opportunities to reflect upon and refine plans, and maintaining new processes and practices over time. These systems, in turn, are vital to the sustainability and consistency of changes, among the members of staff and community, and the degree of intentionality and quality with which practices are implemented and refined.
